We had sent identical RTI requests about the Local Government minister’s protocol expenses to the Local Government department and the Chief Secretary’s Office. We are not certain of when the Chief Secretary’s office received our original request. However, the Local Government department forwarded our request to the Administration Department (which works under the Chief Secretary) on 26 February 2018. We were not copied on this communication. In response the Administration Department’s Public Information Officer wrote a letter dated 5 March 2018 to relevant section officers for the requisite records. We received a copy of this letter and were informed of the background internal correspondence prior to this letter. On 13 April, the Public Information Officer again wrote to the section officer (transport) and quoted the 5 March letter to demand the required information. We did not hear anything from the Administration Department after that and filed a complaint with the RTI Commission.
